Abstract
The construction of the Inland FTZ as the core of China's FTZ strategy has tremendously facilitated the development of the Belt and Road Initiatives. To analyze the key factors and practical demand influencing the Inland FTZ construction, and provide decision making guidance for the construction of the Inland FTZ, this paper puts forward the FTZ construction requirement framework for the first time, under the background of FTZ construction policycoastal First, inland later, and the consideration of the FTZ construction basis and requirements of inland region synthetically.This paper presents two evaluation index systems forFTZ construction basisandInland FTZ construction requirementsto make a comprehensive evaluation of Wuhan by AHP and FCA as an example. The study reveals that the main decisive factor for establishing the inland FTZ is the policy and openness. The intensity of national strategy needs and FTZ function needs play an important role. For Wuhan, regional development and FTZ transformation has a large demand for FTZ construction. The overall development level remains to be improved.
