Abstract
Competitive neutrality requires the governments to treat public and private enterprises with no discrimination. There are basically three forms of promoting competitive neutrality:(1) through domestic legislation;(2) through Best Practicesor Guidelinesby international organizations;(3) by RTAs or FTAs. Different forms reflect varying positions and pursuit. China can respond in both international and domestic dimensions. At the international dimension, China can pursue the substantive fairnessof global competition, persist the difference of competitive neutrality as domestic reform measures and international binding rules, and propose propositions meeting its own needs when participating in FTA negotiations. At the domestic dimension, in the short term China can explore competitive neutrality within the domestic Free Trade Area, and in the long term China shall build its own competitive neutrality system.
