Abstract
This paper is based on a survey on the “Permanent Observation Points” in rural China. The grain producers’ behavior indicated that the rise in grain price in the third quarter of 2003 was in fact a normal phenomenon. The price change played a positive role, if considering that the upward price stopped the continuing worsening of in factor efficiency in grain farming. Grain production and reserve are at the normal level. That provides a basis for the government to implement a region-specific grain policy, which in turn, makes farmers more confident in changing their production mix in the new situation
