Abstract
Developing strategic emerging industries has become a significant strategy in major countries to seize the commanding heights of a new round of economic and technology development. Our country has made the energy saving and environmental protection industry the priority among the seven strategic emerging industries in the Twelfth Five-Year Plan time period. The paper constructs the trinity theoretical framework of strategic emerging industries development, that is,enterprise’s main role-government’s auxiliary support-industry environment creation; on that basis, taking the practical experiences of Canada as a reference, it gives further improving suggestions to the energy saving and environmental protection industry development in Guangdong province.
