This paper analyze the statistical data about the accidents' number at sea from the TSB(Canada) 1992,using the grey relational analysis,referring the correlation degree between the amount of accidents at sea and the sorts of sea area,then gives the conclusion,the areas tending to be accidents at sea are ranked from high to law: harbor area,river,gulf,navigation lock,channel,lake,sea area,rest,canal,channel entrance.Comparing with normal statistic methodology,GRA can overcome the chanciness defect,and it is reasonable and effective.
