Abstract
As a common resource area of Canada and U.S,the Great Lakes region was a witness of conflicts and cooperations between the two countries,which was also a microcosm of diplomatic relations between them in the 20th century.The two countries had signed Boundary Waters Treaty and other agreements,and they had also established coordinating organizations such as the International Joint Commission.These agreements and organizations formed their mechanism of environmental negotiations.This mechanism led by U.S.is the result of Government's efforts to resolve disputes and expand cooperations between the two countries.In general,it is a good example for other neighboring countries to deal with the same or similar issues.
