The UN Secretary-General in the 67th annual reportOceans and the Law of the Seapreliminary stated the governance policy and legal framework for marine renewable resource.The report also suggested to establish relevant legal regime but did not specify in details.Legislative and research works have positive effects in facilitating marine renewable energy programmes.It is also a necessary precondition for China to enact relevant legal governance regime if it is to establish a strong maritime nation.This paper examines international legal duties and obligations in relation to the exploration of marine renewable energy.It is also noteworthy to examine the State practice in the United States,United Kingdom and Canada in order to provide reference for China.
