Abstract

fetched live from OpenAlex

The certain linkage exists between transnational transfer and return of culture property, which mainly refers to the issue for return of culture property robbed in wartime or stolen or obtained under illegal trade. In the current legal environment, such an issue is not only a problem of domestic law,but also that of international law,and the relevant legal problems mainly include return to the country as the owner of culture property, the substantial limit on returning of culture property, the protection of the third person bona fide and time limit on prosecution. It is necessary to deal with the problem for return of culture property through international law system because the fact that domestic law cannot provide return of culture property with expectable framework. In this way,the paper will focus on making comment of the functions and defects of the conventions as UNESCO1970 and UNIDROIT1995 for the protection and return of culture property and discuss the legal approaches for return of culture property.

Not calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
