Abstract
This paper presents case studies of cross-border tourism cooperation among neighboring cities that belong to different nations or under different political and economic systems.A total of six cross-border tourism collaboration cases from three continents,America,European, and Asian, were selected and investigated from the aspects of cooperation background, drive, limitation factors, organizational and coordination mechanisms, execution process, and the participants.Based on the comparative research of the six city pairs, including Vancouver-Seattle,San Diego-Tijuana,Copenhagen-Malm?,European Community,Mekong River delta, and Hong Kong-Shenzhen,the authors discovered that cross-border cooperation not only is a trend for tourism development but also supports symbiotic and sustainable long-term economic development in the region.Cross-border cooperation needs government, enterprise, profession organizations, markets, and the public participation. The paper also outlines a prospective participation pattern that can be used as a cooperation model for cross-border city tourism on development and planning, which promotes the sustainable development of regional tourism.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one teacher head, not a consensus.
