Abstract

The area of multilateral trade extended to service after the Uruguay Round negotiation. WTO rules allow discriminate treatment against service or service suppliers from different member countries based on Most- favored-nation-Clause. Article 5 of GATS stipulates that a regional economic integration member could provide preferential treatment to another. Thus the rule of origin(ROO) in service trade is becoming research focus. CEPA bestow market access as well as other policy privilege on ‘Hong Kong Company’. Many so-called ‘Hong Kong Companies’however are controlled by European or American service suppliers, who are the real beneficiaries. This article is aiming to table several proposals for CEPA’s well performing by exposition of the international coordination in service trade ROO and the current implement of CEPA.
