Based on the previous research results,this paper analyzed the necessity and the urgency of ecological civilization construction of the northeast old industrial base from following four perspective,the urbanization and industrialization,the game of property rights region,the boundless ecology and possessive management,the negative influence of ecology on regional development.This paperproposed the several enduring effectmechanisms on coordinating ecological civilization construction,which contained intergovernmental organizations coordination and institutional guarantee mechanism,environmental mainstream departments coordination,and company typed ecological compensation mechanism,the industrial regulation mechanism,intensive development mechanism,technology supporting mechanism between local development and ecological civilization,the distinguishing and multidimensional evaluation mechanism,as well as the educational leading and public participation mechanism of ecological civilization construction.
