The conflict of or family-work has become an important element that influences greatly the harmonious labor relation in business.The has become a new theory of the management of human resources in business.A comparative study has been made in this paper concerning the academic study,government policies and business practice in the United States,Canada and Singapore.The result is that it is necessary to re-establish social value and the new idea of work-family balance among the government,business and workers.The government is responsible to set up a system so as to design good welfare of taking good care of families,to work out flexible working system,and to create a happy family policy;the business is responsible to create a business culture of balance;and workers should establish a new concept of balance.
