Abstract
This article starts with a survey of the varied political ideas about ethnic or national separatism such as ethnic self-determination theory,remedy theory,the theory of the relative status of ethnicity and region by Horowitz,the theory by Bart-Coase,Modernization theory,internal colonial theory,political economic theory,and social psychological theory.The article holds that the above positive theories fall into three categories in terms of subjective factors,objective factors and actor factors.Different theories,mutually complementary,will be able to account for a certain kind of social phenomenon if they are properly intergraded.Finally,this article proposes a strategic plan in coping with ethnic separatism in multiethnic countries,taking into account the interdependence and balanced development of ethnic economy,and drawing lessons from the Canadian cultural policy and consociational democracy as well as the practices of consultation by sovereign state to discard ethnic or national separatism.
