En France, après la guerre, la notion de développement a coïncidé avec une volonté de modernisation des grandes agglomérations, dans le cadre d’une problématique d’aménagement et d’urbanisme. Après un rappel de l’évolution des politiques d’aménagement et de développement local, l’auteur examine les enjeux plus récents des politiques locales, en particulier l’élargissement de l’action des grandes agglomérations. Dans ce contexte, la notion de développement, en dépit des ambiguïtés qu’elle recouvre, recèle une forte charge symbolique. Cela ne va pas sans soulever un certain nombre de questions qui concernent avant tout le rôle des élus et leur légitimité.
