The games and economic behaviors of the super powers have definitely an effect on those small and weak countries,of which the British and American games and economic behaviors in Canada before and after 1932 Ottawa Conference can be served as a good example. British government wants to make use of the Ottawa Agree-ment to put limitations on Canada in order to strengthen its economy,while the USA aims to destroy the British economy bastion and expand its economy development by pulling Canada to its own side. In the context of the British and American contest,Canada,however,takes active measures to struggle for its own benefits.
