Traditionally,people understand the public warfare of education by the way education is offered,but with the appearance of profit-making education came along the contradiction between the public warfare and profit making of education. From the perspective of macro education,education should be regarded as a dynamic process from offer to result,thus the issues of public warfare closely related to education,to the process of education and to the result of education respectively. This kind of understanding has resolved the contradiction between the public warfare and profit making of education,not only realizing the public warfare of education to the full,but limiting the profit-making education.
