On Aug. 13, 2002,India began the investigation into special protection measure, pointing to China export of industrious sewing machine needles. Later on, EU, USA and other developed countries implemented special protection measures on China textile products export with the aim of limitation. Recently, this trend goes even fiercely. Japan, USA, EU, Canada, Korea South and India enacted or revised their connecting internal regulations for the same aim. Moreover, Poland, Brazil, Columbia, Argentina, South Africa and some other developing countries made the decision too. Such actions, showing the emerge of a collection nature, put China into a very difficult condition. After the accession of WTO, China has been facing the special protection measure clause as on trade attacker. Since, its background, unfair nature and the duble injurious effect to China and the implementing countries are the subjects to be studied.
