Shanghai Free Trade Zones have been determined to transform into China(Shanghai) FTZ so as to promote the construction of Shanghai International Trade Center. It will not be the best choice to synchronously transform the whole zone into FTZ under the present circumstances. A better choice is to choose one zone from Shanghai Free Trade Zones as a trial, and transform it into FTZ. By comparing six aspects, i.e., preferential policies, trade functions, investment attraction, trading platforms, economic benefits and peripheral supporting, we propose that Waigaoqiao FTZ be transformed into Shanghai FTZ firstly, and a two-step gradual strategy be implemented.
