Abstract
The responsibility systems of health claim,as a legal systems extended from the management of functional foods,have been executed in European Union,Canada,United States in their own country's laws,which lay much stress on a scientific verifications for health claim and with legal means to restrain every health claim that without scientific evidence.As a negative example,the event of Chinese herb nephropathy,broken out of an emergence from Belgium at first,then scattered all about the world,tells us indirectly the most importance to introduce the responsibility systems of health claim in our country.Even so,when we practically establish and carry out the legal systems,we will unavoidably face some challenges as bad habits in bite and sup,short of scientific spirit,chaotic actuality of health claim,a backward system and level in supervising science and technology,the present incontrollable system of food and drug manufacturing and sales,and so on,in our country.
