The city people lowest social security system is the last line of defense. after the state-owned enterprise unemployed basic livelihood guarantee and the unemployment insurance.Cities lowest social security system have more obvious impoverished directional characteristic,and gives the urban stricken people reveals the type regular quota rescue directly by the government.It has the influential role in many aspects such as the practical safeguard minority groups' life,the deepening reforms and maintains social stability aspects and so on.This article has analyzed the North Bay Economic Zone in Guangxi cities lowest social security's present situation and the exis-tence question,and proposes the corresponding countermeasure.
