Abstract
The implementation of the scientific concept of development is to switch the economic development mode from only pursuing quantity growth to foucusing on the promomtion of economic quality.The industry of service outsourcing is characterized by high load bearing capacity of the information technology,high increase in value appreciation,low resource consumption,small pullution emission and providing many employment opportunities.The contribution of service outsourcing to the GDP is 20 times of that of the processing of surpplied materials.The GDP growth obtained by service outsourcing is a green one.Developing modern service industry,increasing the rate and level of service industry and actively undertaking international service outsourcing is a key method to accelerate the development of modern service industry,optimize the economic structure and improve the quality of economic development.Wenzhou is developing vigorously the service outsourcing and offshore outsourcing.Under this backround,the city should carry out the research on interna-tional service outsourcing,adequately introduce and intergrate the research theories on international outsourcing and enterprise resources of international outsourcing from the United State,Japan,Korea,etc,combine themwith China’s current policies and situation,and use them in the development of offshore outsourcing and service outsourcing in Wenzhou,to build a Provincial Demonstrating Industrial Gardens of Service Outsourcing and assist in the realization of the strategic objectives of increasing the total of service outsourcing and offshore service outsourcing and year-on-year growth rate in Wenzhou.Based on the study on the strategies of international servie outsourcing development in Wenzhou,this article povides very feasible suggestions on the environment of service outsourcing in this city,which is also of policy-making level.
