Abstract
Through an introduction to land and resource administrations,non-governmental organizations(NGO) of UK,USA, Germany,Australia,Singapore,Japan and Canada,this paper analyzes the relationship between administrations,market and NGOs.In general,close links exist between administrations,market and NGOs in many foreign countries.Market is the social basis of NGOs and plays an important role in establishing and adjusting administrations.Through market and NGOs, administrative agencies can better manage land and resources.Meanwhile,for NGOs,government and market are the main resources of funds and business.Some NGOs offer decision support for administrations and promote scientific researches and management of land resources.
