Taking the USA,England and Canada as the examples,this paper mainly studies the characteristics of leisure development in the stage of the creation and development of leisure economy in the western developed countries.In the stage,the characteristics of the development of leisure economy are as follows: the naissance and practice of the thought about protecting leisure sights;lawmaking and other governmental action promoting the development of these leisure economic forms like making holidays in seaside;the rise and maturity of sport and leisure education in America;the proportion of consumption going up to quite considerable extent;the strength of recreational function and management in American parks.
