Abstract
As climate change further reduces sea ice in the Arctic region,the Arctic Ocean is showing signs of increasingly being the focus of competing claims,and Northwest Passage already lead to international disputes.For example,the United States and Canada disagree about its legal status.Many issues which are interconnected are over Northwest Passage dispute;they are legal,political,social,historical,economic and environmental issues.The sea is an indivisible unity,therefore traditional law of the sea based on zonal management approach has difficulty solving the problem.The essence of Northeast Passage dispute lies in conflict and compromise between rights of the coastal state and freedom of the seas;therefore it is necessary to strike a sound balance of the Arctic countries' interests and the common interests of the international community.This paper holds that preferable solutions to the dilemma are using successful multilateral cooperation experiences of the Malacca Straits model and applying the integrated management approach to protect the fragile marine resources of the region.
