A new transfer standard photoelectric pyrometer hss been designed. According to Planck's law and combinig the effective wavelength determination technology in situ, spectral radiance of a blackbody was measured by this pyrometer to calculate the blackbody temperature. Since its structure and characteristics, this kind of pyrometer is suitable to be used as a precision and transfer standard pyrometer. The resolution at 900 ℃ is 0.01 ℃. An estimation shows that uncertainties of the pyrometer are 1.0 ℃ up 2.4 ℃ in the range 800 ℃ to 2200 ℃ with 99% confidence level.
