Abstract
The paper summarized the status of the Anti-dumping cases against China. We analyse the char- acteristics dumping and responding in Anti-dumping as public goods, and the reason why China is prone to be initiated Anti-dumping sues and taken measures. By normative analysis, we discuss that low industry degree of concentration, and the price competition status of China’s medium and small exporting enterprise is the main cause of high dumping sues incidence rate and low responding to them. We discuss indicate that the founding and reinforcing the functions of industrial organizations, as chamber of commerces and guilds is important strategies to respond Anti-dumping sues against China.
