Abstract
As the typical representative theories of administration reform of the West,new public management theory,new public service theory and governance theory provided the strategic thinking of citizen participation in public service innovation from different points.Citizen participation in public service innovation was encouraged in the innovation practice of Britain,France and Canada etc.From above we can gain a deal of enlightenments which will benefit us and contribute to push forward the process of public service innovation in China,that means: persisting in the citizen-centered strategy,creating the institution environment for citizen participation in public service innovation,increasing the practice of citizen participation in public service innovation,promoting the development of non-government organizations vigorously.
