Abstract
The perfect health care and the social welfare system is the important safeguard of constructing harmonious society.As a better function of market economy,social security is relatively mature in western industrialized countries.Canada's medical security system in the establishment and implementation has some useful experience for China medical reform.Being senior visitors,the authors have carried on half an year inspection to Canada and analyzed the function of the social welfare and the health care system which displays in the peaceful country.Meanwhile,the authors also point out the accumulated malpractice and the improvement in the future.
