Abstract
Due to the blackout that happened in USA and Canada much importance has been paid to the safely of power grid. The Shanghai electric power system is facing new puzzlements now. Under the market economy the generation side and consumer side are all undergoing relatively big changes now. The speedy development of the power system and the increase of electricity import from the neighboring provinces all reduce the safety strength of the grid. The inherent menace caused by the load limit exceeding of the main elements of the grid and the recent changes of the electric power system all impact the system safety adversely. Under such conditions the Shanghai electric power system must maintain such an idea that the grid safely problem should enjoy a leading position in the whole situation of the power system safety. We must insist on unified construction, unified dispatch, unified standard and unified management of the power grid. At the same time we must speed up construction and development, ensuring the normal and safe supply of electricity in Shanghai.
