Abstract

This paper explained clearly the difference of Sanitary and Phytosanitary (SPS) measure, TBT (technical barrier for trade) measure, and green measure and barrier. Then it presented originally the eight criteria for judging barriers. Based on these, the paper gave the different options for measures and i.e. WTO members should comply with the qualified measures and try to settle the barrier by negotiation and lawsuit. However, for the objective SPS barrier, which the developing countries have been meeting in trade, the international organization and developed countries should solve it mainly by technical assistance.
