The level of curriculum implementation is the tool in Concerns-Based Adoption Model which measures and promotes the behavior of teachers' curriculum implementation in the education reform from the dimension of behavior.By using this tool to measure teachers' level of curriculum implementation and to evaluate their behavior according to the scale of level of curriculum implementation,we will be able to present the process of teachers' profession development in china's curriculum reform.
