Abstract

High school education plays an important role in linking the higher education and the compulsory education. But the principles of fair education in the high school period are not practiced well, which has affected the balanced development of education on the whole. Lack of fair education in the high school period mainly menifests itself in the ignorance of the following aspects: the welfare of education, the dynamics of educational development, interdependence of educational equality and efficiency. To solve the above problems, we should start from the institutional design and put the government into full play.
