Abstract
From an international perspective of open education,this paper summarizes and compares the open learning systems in British,U.S.,Canada,Japan,Korea,Chinese Taiwan and Hong Kong,as well as in the Main- land.It can be concluded that the Self-taught Examinations system is an open education in nature.Its establish- ment and development suits for the special needs and cultural traditions of Chinese society,and follows to the global trend of lifelong education as well.
