By referring the experience of railway safety evaluation in New Zealand, Canada and Britain, targeting with the problems existing in the traditional safety evaluation of railway industry in China, based on expounding the establishment principle of railway safety evaluation index system, the safety evaluation index system and safety assessment system which reflecting railway accident and potential safety hazard were established, and the calculation and achieving methods on qualitative index and quantitative index of railway safety evaluation were provided.
