Abstract
According to the experiences of power system development in China and U.S./Canada Blackouts,referring to the conditions of Guangdong power system,this paper proposes a series of recommendations for actions that can and should be taken by Guangdong electric power industry to prevent cascading blackout. The recommendations include: making full use of existing facilities of power stations,systems and customers to create much well worth dynamic reactive power reserves for preventing voltage collapse; establishing a stable and infinite target system for preventing blackout; strengthening the coordination between power system and generating units for assuring the safety of both system and units.
