Abstract
This paper first makes a study of theory and experience of Canadian early total immersion bilingual education.It then,based on the reality of China,points out that early partial immersion bilingual education should be carried out in ethnic minority regions in China.It also discusses feasibility and countermeasures of using the model in pre-school bilingual education in ethnic regions.
