Abstract
Compulsory licensing to patented medicines is favaborable for developing countries to provide their patients with patented medicines at low price.For the patentees,they are obviously aginst compulsory licensing and may avoid not to invest in the countries which adopt compulsory licensing.The article elaborates legislations and practices in some countries based on TRIPs and analyzes the impact of compulsory licensing to patented medicines to FDI.
