Abstract
Social basis and government policies are the underlying factors to make language and culture popular.The reality of multi-ethnic society,the multi-cultural policy and the statue to protect non-official languages in Canada not only keep alive the local non-official languages but also provides a good opportunity for the wider dissemination and for the development of the local non-official languages and cultures.
