Abstract
In governing transboundary waters it is critical to establish and maintain exchange agreements and networks for data and information sharing among stakeholder basin states and institutions. This practice maximizes securitization by building trust, which translates to unified and adaptive governance of transboundary waters. Data and information sharing is considered a precondition for data integration, joint modeling, and common monitoring protocols' and is also widely seen as a basis or 1.
