Abstract
This paper described the current implementation of forestry ecological construction compensation mechanism in Heilongjiang province,analyzed its main problems from three levels and four dimensions of compensation standard,funding channels,adaptability to the development priority zones strategy.According to the forestry ecological construction characteristics of restricted development zones,this paper put forward basic conceptions,which include making clear the key compensation contents,classifying and adjusting compensation standard dynamically,increasing financial transfer payments,carrying out horizontal ecological compensation practice as well as creating marketoriented compensation platform to perfect the compensation mechanism of forestry ecological construction of restricted development zones in Heilongjiang province.
