Abstract

Based on the case studies of Toronto and Montreal,the author examine the practice of multiculturalism in Canada,its problems and experience,and reach the conclusion that,there should be a balance between divergence and convergence and a tension between soft policies and tough policies.The author argues that the minority policy and national identity issues in China are basically the multiculture issues.Finally the author applies the Canadian experience in multiculturalism to the issues in China.
