This paper analyzed the library systems in federal countries like the united states,Australia,Germany and Canada,in the Soviet Union and the unitary states such as Japan,Britain,France,Korea and China.On the basis of the analysis and comparison of the library management systems in different countries,the author put forward the proposals of the library system reforms in China,that is strengthening the legal system is the root,it can protect the clearness of the affair rights,the equality and supervision of the information rights and the efficiency of the management.
