Abstract
We analyzed the changes of cultivate land use efficiency in Heilongjiang Land Reclamation Area from1992 to 2012 based on Malmquist on the aspects of the scale efficiency,pure technical efficiency and the technical efficiency. Land,capital and labor were regarded as input and output index. The results suggest that the average of the efficiency in Heilongjiang Land Reclamation Area from 1992 to 2012 was 1. 003,which means that the whole efficiency was high but the changes also fluctuated during the period. The efficiency of Harbin was in a high level and did not change. There were many factors impacted on land use efficiency; the most important to the efficiency was the technical inputs. The developments of economy impacted the least.
