The author has introduced advanced experiences of Canada emergency management system,mechanism,legal system and plan.Based on the situation of China fishery emergency management, author has proposed some suggestions in aspects of improving fishery emergency management organization system,emergency preparation system,warning and forecast system,emergency reconstruction and recovery system,emergency education and training system.
