Abstract
This paper introduces the profile of Canadian World Natural Heritage(CWNH) and the relationship between the CWNH Management Plan and the plan system of protected area, and points out that the principles of decentralization and local self-government system make a ternary system of heritages as federal, provincial, and local ones. The paper suggests there are two types of CWNH management plan on the basis of formal characteristic of plan, which are traditional statutory management plan and Outstanding Universal Value(OUV)-oriented ones.It takes National Parks and Jorggins Fossil Cliffs as the examples to illustrate the context and characteristic separately. The paper finally analyses the similarities and differences of the two types in terms of form and substance, and points out the situation that the Federal CWNH planning becomes mature and new trends of local ones emerge.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from it
