Abstract
With the rapid development of the process of ecological construction and urban greening in China, landscaping waste amount is increasing, the traditional landfill and incineration greening waste disposal and the resource-saving, environment-friendly ecological garden city building objectives are antipathetic. The landscaping waste recycling utilization will promote urban ecological harmony, improve the ecological efficiency of urban greening and protection of urban ecological security, and ultimately realize urban green development, low-carbon development, and recycling development. By examining the legal system of garden waste recycling of China, the legislation idea is backward, the system of laws and regulations is incomplete, management responsibilities are not clear, the industrial incentive mechanism is lacking. Therefore, learning from the legislative experience of developed countries such as the United States, Canada and Japan, and further improving the urban landscape greening waste recycling laws and regulations in China, is the practical needs of urban ecological civilization construction.
