Entre 1970 et 1990, de la Guerre fraîche au discours de La Baule, le secteur Afrique de la DGSE connaît sa première grande phase de mutation après la décennie 1960 et l’ère post-indépendance, dominées par le fondateur du secteur Afrique, le célèbre colonel Maurice Robert. Entre protection de son héritage et réforme interne, la DGSE redéfinit ses contours africains sous les présidences Giscard d’Estaing et Mitterrand – tous deux surnommés, pour des raisons différentes, « L’Africain ». De nouvelles synergies internes et externes au secteur Afrique apparaissent alors, tandis que l’image de la DGSE est fixée par la presse au début des années 1990.
