Abstract
Zusammenfassung Der Beitrag argumentiert am Beispiel der wohlfahrtsstaatlich moderierten Seniorenversorgung, dass die Steuerung der sozialen Daseinsvorsorge länderübergreifend einer vom Mainstream der aktuellen „governance”-Debatte unzulänglich erfassten Wandlungsdynamik unterliegt. Kulturspezifische Traditionen der sowohl staatlich als auch zivilgesellschaftlich vermittelten Wohlfahrtsproduktion werden durch Vermarktlichungsprozesse überformt, wirken aber „launenhaft” auf markteinbettende Regulierungen hin. Diese Entwicklung transzendiert internationale Kulturdifferenzen: Es kommt überall Tendenzen einer permanenten Disorganisation sozialer Daseinsvorsorge. Das Ergebnis sind hybride „governance”-Regimes, die systematisch markttypische, aber vielfach auch kontingente Ungleichheiten produzieren. Versuche, den Wandel als Ausfluss eines konsistenten Steuerungsparadigmas zu deuten, müssen zwangsläufig scheitern.
