La loi sur les Centres publics d’aide sociale se trouve chargée de beaucoup d’ambitions et d’espoirs. Qu’en est-il en réalité ? Essayant de situer l’aide sociale locale en milieu rural dans le champ des contraintes à la fois locales (le pouvoir local) et institutionnelle (sa position relative dans le champ de l’aide sociale), l’analyse permet de mettre à jour les logiques différentes des usagers et des promoteurs; l’aide locale se trouve alors située comme position faible dans le champ de l’aide sociale. Si les conclusions sont démystifiantes, cette analyse cherche à permettre, notamment aux travailleurs sociaux, de mieux situer les enjeux de l’aide sociale locale et de la situer dans les inévitables tensions que provoque le hiatus entre les limites imposées et ce qu’on pourrait espérer de l’action sociale locale.
