Abstract
La ville de Genève a entrepris une étude de l’aménagement de son territoire à laquelle elle a voulu associer la population, notamment au plan de l’information. Un groupe pluridisciplinaire (architectes, travailleurs sociaux, militants de groupes d’habitants) a été constitué en vue d’élaborer des stratégies de consultation des habitants. Trois cents personnes ont participé à des discussions relatives à l’avenir de leur quartier et ont rédigé un « Cahier des besoins ». Quelle signification publique faut-il accorder à un tel processus ? Comment prendre en compte la diversité des besoins exprimés ? Quelles suites donner à cette démarche ?
